Ex-PDP Chairman’s Son, Mamman Ali, Re-Arraigned Over Alleged ₦2.2bn Oil Subsidy Fraud

The Economic and Financial Crimes Commission (EFCC) has re-arraigned Mamman Nasir Ali, son of former PDP National Chairman, Ahmadu Ali, alongside Sierra Leonean Christian Taylor, over an alleged ₦2.2 billion oil subsidy fraud.

The defendants appeared before Justice Mojisola Dada at the Lagos State Special Offences Court in Ikeja on Wednesday, where they were charged alongside their company, Nasaman Oil Services Limited. The EFCC filed an amended 57-count charge, replacing the 49-count charge initially filed in 2012, following new developments in the case.

Oil Subsidy Fraud: Fresh Charges and Court Proceedings

According to the EFCC, the defendants are facing charges that include:

  • Conspiracy to obtain money by false pretences

  • Obtaining money by false pretences

  • Forgery and falsification of documents

These offenses allegedly violate the Advance Fee Fraud and Other Related Offences Act of 2006 and the Criminal Law of Lagos State, 2011.

During the proceedings, EFCC prosecutor Seiduh Atteh informed the court of the updated charges and requested the defendants to enter new pleas. Defense counsel Obafemi Kolade (SAN) did not oppose the request, and the accused pleaded not guilty to all charges.

How the Alleged ₦2.2bn Fraud Was Carried Out

The EFCC alleges that on September 9, 2011, Ali, Taylor, and Nasaman Oil Services Limited, along with two individuals still at largeOluwaseun Ogunbambo and Olabisi Abdul Afeez—fraudulently obtained subsidy funds from the Federal Government.

The defendants reportedly forged a “Gasoline Analysis” document, purportedly issued by Saybolt Concremat, to claim subsidy payments for fuel allegedly supplied aboard the vessel MT Overseas Limar.

Court Adjourns for Final Written Addresses

Following the re-arraignment, the defense requested additional time to amend their written address in response to the new charges.

Justice Mojisola Dada adjourned the case to April 15, 2025, for the adoption of final written addresses.
